COORDINATOR OF HUMAN RESOURCES (Senior Manager) – Cl. 6
Under the supervision of the Director of Human Resources Services, the Coordinator of Human Resources is responsible for labour relations for all categories of personnel, manages case files in accordance with collective agreements and represents the college at the Labour tribunal and/or Superior Court. The HR Coordinator also plans, develops, implements and manages policies, procedures and Human Resources programs, and tends to all matters related to new employee orientation and integration, benefits and pension management, hiring, Equal Access to Employment program and pre-employment testing.
MAIN RESPONSIBILITIES INCLUDE:
LABOUR RELATIONS
• Represents the College at Labour Relations Committees (CRT) for all employee categories
• Advises on issues pertaining to the interpretation and application of the collective agreements and ensures general compliance
• Ensures adherence to collective agreements, labour laws and regulations, College policies and procedures
• Provides performance advice, guidance, coaching and support to the management team
• Mediates and facilitates the resolution of conflicts
• Negotiates grievance resolutions and/or manages and prepares grievance and arbitration cases for presentation at the labour tribunal and testifies on behalf of the College as needed.
HIRING
• Oversees the selection committee process and represents HR on support and professional Selection Committees and ensures compliance with the collective agreements and College by-laws and procedures
• Conducts support and professional salary assessments of candidates based on education and experience
RECRUITMENT
• Develops and implements recruitment strategies to assist the College in recruiting highly qualified employees
• Centralizes the hiring of occasional employees and develops a strategy to recruit a large number of qualified occasional employees to source the college’s permanent positions.
NEW EMPLOYEE ORIENTATION AND INTEGRATION
• Responsible for the implementation and overall well-functioning of the program.
• Oversees the planning and coordination of all related activities/events.
• Evaluates efficacy of the program, and works with department/services to identify areas of improvement and recommends changes as needed.
PRE-EMPLOYMENT TESTING
• Liaises with departments and services concerning their specific testing needs.
• Researches, evaluates, selects and/or develops pre-employment testing tools to meet the different needs of our diverse clientele.
• French and English language testing
• Software testing
• Psychometric testing
• Pre-employment medical
• Criminal and Financial Background Checks
EQUAL ACCESS TO EMPLOYMENT PROGRAM
• Has overall responsibility to ensure the implementation and respect of the Act Respecting Equal Access to Employment in the College.
• Based on representation data, prepares recommendations to the college to rectify shortfalls in representation
• Liaises with the CDPDJ and responds to reporting requirements and follow-up on requests from the CDPDJ..
• Informs college stakeholders of the college’s status in regards to CDPDJ targets
• Provides training to college stakeholders including the administration and selection committees
HR METRICS
• Has overall responsibility of the S3iGRH system
• Establishes key HR metrics to support / validate decisions
EMPLOYEE ASSISTANCE PROGRAM (EAP)
• Oversees the administration of the program and responds to employee inquiries
• Communicates information to employees concerning current/relevant topics such as mental health, nutrition & exercise etc.
• Establishes programs/activities to benefit college employees
• Monitors usage of the program
JOB ANALYSIS AND RECLASSIFICATION
• Responsible for the overall reclassification evaluation process including meeting with employee to explain the process and how to complete the job analysis document
• Analyses and evaluates the request according to process and prescribed deadlines
• Consults union on the outcome of the evaluation
GENERAL
• Supervises administrative staff
• Performs any other tasks as assigned by the Director of Human Resources
Exigences :
QUALIFICATIONS:
• Undergraduate degree in a relevant discipline, preferably in Industrial Relations, Labour Relations and/ or Human Resources Management
• Possess a minimum of five (5) years of relevant management and labour relations experience in a unionized environment
• Has strong interpersonal skills and is effective at mediating conflict situations
• Must be able to work under pressure
• Must be able to work outside of regular work hours as needed
• Knowledge of post-secondary education would be an asset
• Knowledge of Microsoft Office (Word, Excel, PowerPoint)
• Advanced oral and written communication skills in both English and French are essential
• Membership in the “Ordre des CRHA et CRIA” an asset
